I thought id add an update about the progress of the parental control system im designing. Thanks to Seif the backend is working (ish). I started making a blacklist editor so people can add rules to the system. I decided to use quickly (even though im still crap at pygtk).
Quickly is great though most of the basic (and some less basic) work is done for you. The most helpful feature is the packaging. Packaging is very intimidating if you are a developer coming from other operating systems, quickly does all this for you. So id nearly recommend Quickly just for the auto packaging. (Ill put parental control in a ppa when its ready)
DesktopCouch and CouchGrid is also something id recommend its very easy to use. The only real problem ive had is the lack of tutorials but that can be fixed. I hate doing db stuff its a real pain but its all automagic so I could just focus on the more important stuff.
Anyhow the parental control is still not ready yet but ill have a 0.1 for when im off to the UDS on the 15th.

Just to avoid re-inventing the wheel: There is a KDE system tool “KChildLock” out there (http://www.kde-apps.org/content/show.php?content=88124).
Hey. I did some begining work writing a pygtk front end for dans-guardian for simple (used by my wife) parental control. I haven’t had time to get it finished, but if you want some help in development I’m in.
As my 2 yr old gets more on the net I want to protect her (and the os from malware).
